I am trying to use vim as an editor for LaTex purpose.

First, is this recommended?

And then to the point, how exactly should I operate with this tutorial?

For example (when I could not find the vimrc), how to do the recommended "let g:tex_flavor='latex'".Is it to put in to the file as text or as command mode?

My environment is OS: Windows Home 10; VIM9.1
