I am required by the publisher to produce a high quality pdf ready for publication.
I am using latex-ps-pdf output in texinCenter with Miktex2.9. the priting quality seems good enough to me. how can i futher improve?

Your post is hardly readable for me. Would it be possible for you to write normal (ASCII) text instead of using Unicode letters with a different appearance? I guess you wrote it outside the Internet browser and used copy & paste to insert the text here.
Regarding the print quality: ensure that nothing gets lost in the conversion process - for example don't use they way via ps to pdf if you include jpg images. And if you use bitmap images, they should have a high resolution. Or better, vector images. Same for the font.

I use all eps images.

Just look at the font quality. You can zoom in. Which font do you use? Perhaps show, what fonts the PDF reader displays if you let it show the document properties.
