MiKTeX and proTeXt ⇒ Problem Report about Windows API Error

Hi,

I have just installed MiKTeX and TeXnicCenter on my Win 7 PC (64bit). When I compile asample file, I get the following error report.

I know there are no errors in the coding of the source file, because I downloaded it from the journal publisher's website. I would appreciate if somebody can guide me to where is the problem. The PDF and PS compilations also do not work.
