This is nothing related to TeXnicCenter but rather to LaTeX. There are some converters for LaTeX to HTML available, but I have never used one, so you have to search for them or ask for them in the LaTeX >> General forum.

If you have found a converter that suites your needs, you can create an output profile in TeXnicCenter (menu 'Output > Edit Profiles...') that calls the converter.

Please advise on configuring the output profile. htlatex in miktex distribution is a package that should convert latex to html.
