I'm trying to read LaTex files using WinTex XP, which requires MikTex.
When I try to open WinTex, the Wizard gives me an error message: "MikTex could not be found at [location]" even though I point it directly at the MikTex directory.
The WinTex folks say (http://www.tex-tools.de/cms/40.html) this is because it's looking for miktexconfigmiktex.ini. That file was not part of the MikTex 2.6 download. Where do I get it?

Do you want to read .tex files, or to compile them? I have taken a quick look at WinTeX XP and it does not seem very functional.
Reading them can be achieved with any text editor.
If you wish to compile LaTeX documents, I would recommend TeXnicCenter: http://www.toolscenter.org/
