Within the TeXShop Macros Menu is the Goto Labels option, and you can configure a keyboard shortcut to open a window and find the Label that is needed.
So I want to ask three things:
1. How can you create an analog macro but with the Tags popup menu? Something like: Goto Tags
2. In the Goto Label search window, if an unrecognized Label is set, the option "View all Labels" appears. How can you configure a keyboard shortcut to access this window directly?
3. How can a keyboard shortcut be done as in question 2. but for tags? That is, how to create a keyboard shortcut that initializes a menu with all the tags?

The best thing you could do is to look at the code for that macro and create a new macro that only pops up that list.
Also, recent versions of TeXShop allow you to have a Labels popup menu in the Source Window's Toolbar.
