Aligning block titles and giving them borders

In one of my slides, I am trying to make two adjacent blocks. I want the block sizes to be the same size, so that the titles are at the same level/height. I also want border around the blocks of the same colour as its title.

Making a ring with two colours in TikZ

I'm trying to make a cool diagram. Please suggest how to make a ring such that c.north to c.north east is dark-blue, c.north east to c.east is light blue... and the colour pattern alternates.

In other words, I am trying to make a bi-coloured ring.
