LaTeX.org

I have noticed that LyX 2.3.0 and LyX 2.2.4 ( ftp://ftp.lyx.org/pub/lyx/bin/2.2.4/ ) have released. However, none of them contains windows binaries... I have just courious whether this is an accident or I should try to use LyX on Cygwin ( https://wiki.lyx.org/LyX/LyXOnCygwin )... I am not sure if ...

I have a similar question with a different reason. I use \usepackage[french,main=english]{babel} in my revtex4-1 class because I cite an French article. If I don't put French in babel, I will get Package babel Error: Unknown language `french'.
However, if I put French in babel, I get
Package ...

Since IOP style guide requires(?) no \maketitle, if LyX always put \maketitle, it would look different from the suggestion the style guide...

It seems that LyX adds a \maketitle automatically after the title paragraphs. Does anybody know how to disable it? I read the help files, but I didn't find any helpful information... Thanks.

LyX has very good ...

I can trace route to www.lyx.org, but I can neither visit their website, not pull anything from git.lyx.org. Does anyone have the same situation? or it just me?
