How can I Make the bar label above, to the right or left of the bar. I tried but it does not seem to work. Also if you can make it look better. My code and :

If I use the IEEE style, I will break the template and lose its nice features. Anyhow, the numeric-comp style worked fine except for one cite, it did it like [136, 137]. Thx.

I am using this template for my PhD (http://www.latextemplates.com/template/ ... ral-thesis)
It works fine. I just need to make the reference somewhat like IEEE. Now, if I do multiple references, I get [1, 2, 3, 6, 9, 10].
Is it possible to make it as [1-3,6,9-10]?

Because I don't want to print in two sides; only one side. Therefore, I print in one side, there will many white blank pages in between.

A \nocite{*} before the first \cite command in combination with one of the unsrt styles might do what you want.
This did the trick.
I'm not sure this is possible. And i don't think beeing an old professor is an excuse for ambiguity ;-)
