In TeXworks see under Help > Settings and Resources... (the default for this in TeX Live is %USERPROFILE%\.texliveYEAR\texmf-config\texworks).

tlmgr missing in texlive
The version of TeX Live at TUG is the version of it. It is developed there. This is the same TeX Live as in your distribution, only more up-to-date and packaged differently with its own package manager (to add, remove and also update packages - distros don't update TeX Live between releases, AFAIK ...

tlmgr missing in texlive
If you are using TeX Live packaged by Ubuntu, then you should use the package manager from that distro. If you want tlmgr, then you have to install TeX Live version distributed by TUG.

All is fine, tlpkg/backups/*.tar.xz are just backups files, so you can restore the previous version in case of a bad package update.

You don't have to be a root to install TeX Live. In fact probably the simplest thing to do is to make a local, portable TL installation with packages you need and copy it over to the server. All you need then is to put the directory with binaries on the PATH.

The best place to ask about building process is TeX Live mailing list. But I wonder why do you need to build from source?
